Combine all of the ingredients except for the powdered sugar into a large bowl and mix until combined.
Add 1 tablespoon of hot water, if necessary, to bind the mixture together.
Using a small ice cream scoop or a soup spoon, scoop balls of the mixture onto a parchment-lined baking sheet.
Place the cookies into the fridge to set for about 10 minutes.
Place the powdered sugar into a bowl and then toss each cookie into the powdered sugar to coat.
Serve in a mini muffin liner.
